During the past month, governmental communications and public activity from the Kingdom of Elnäthar have been noticeably limited. This temporary inactivity was the result of ongoing legal and administrative matters concerning the territorial status of Eldunar, previously serving as the capital enclave of Elnäthar.
Due to recent legal developments, Eldunar has effectively been de-annexed from the direct administration of Elnäthar. While Eldunar technically remains part of Elnäthar in a legal sense, the government no longer maintains operational control over the territory.
Eldunar was never owned by the Royal Household nor by the National Council. The land had been made available to Elnäthar through a private arrangement with one of its citizens. However, several weeks ago the property was sold to a new owner, and the government of Elnäthar was formally informed of this change. As a consequence, the enclave can no longer function as a governmental territory under Elnätharian administration.
Until a new capital is officially decreed, Eldunar will remain the legal capital of Elnäthar. However, under the current circumstances, Article 33, Section 5 of the Constitution of Elnäthar has been formally activated. This constitutional provision establishes that, in the event that an enclave is lost, all legal and administrative activities tied to that territory are suspended and transferred to the authority of the National Council of Elnäthar.
As a result, Eldunar currently holds the status of legal capital but not practical capital, with governmental responsibilities temporarily centralized under the National Council until a new capital is designated.
A formal withdrawal from Eldunar will take place on a date yet to be determined.
Following these developments, the government has begun internal discussions regarding the selection of a new capital location, which will be announced once a suitable site has been identified and formally approved.
